Mr. Leger's experience in imagery interpretation and intelligence/ informational data analysis began in 1989 while in the Canadian Forces. In 1984 he reclassified to the Canadian Forces Intelligence Branch where he specialized as an Imagery Intelligence Analyst. His initial intelligence training was through the Canadian Forces School of Intelligence and Security (in CFB Borden, Canada) and his imagery analysis training was completed at Goodfellow AFB (in San Angelo, Texas, USA). Prior to his reclassification Mr. Leger received general training in the infantry with specialist training as a sniper and reconnaissance patrolman with training/experience in heavy weapons (machineguns, mortars, antitank weapons and mine warfare) and small arms instruction (domestic and foreign). He reclassified from the infantry to become an Air Traffic Control Assistant and gained training and experience in visual and instrument air traffic control procedures before finally reclassifying to the Intelligence Branch.
Mr. Leger has performed analysis in several specialist areas. His first duties, as an imagery intelligence analyst, were in support of order of battle databases, indications and warnings, and force monitoring for several (then) Warsaw Pact countries (1989-90). He has performed tactical imagery interpretation, in support of domestic operations (1990). In 1991/92 he participated in imagery analysis of chemical, biological, nuclear and missile facilities during the Persian Gulf War. In addition to these primary duties he also built an extensive database on the subject of weapons of mass destruction; which is still in use to the present day in the Canadian Intelligence Branch and other Allied intelligence agencies. After the Persian Gulf War he provided analysis, briefing and de-briefing for personnel participating in United Nations inspections of nuclear, biological, chemical and missile facilities (1991-94). He also was responsible for briefing high-level military command staff and government officials on the progress and results of said inspections. His last duty was the analysis of chemical and biological installations, methodologies, production, storage, transport, and subject specific manufacturing equipment pertaining to chemical and biological weapons. He eventually became the senior chemical and biological imagery analyst in the Canadian Forces and was recognized internationally for his work.
After completing 20 years of military service, Mr. Leger gained employment at ImStrat Corporation as an Imagery Intelligence Analyst, researcher and has created many graphics, posters and information packages related to marketing. His duties also include support and analysis regarding Business and Defence Intelligence projects, and imagery sales.
His additional skills include: training personnel in basic imagery interpretation and advanced training chemical and biological weapons imagery analysis. His experience/training in software is: remote sensing application suites, word processing, graphics creation and presentation, research software (primarily internet based) and communication tools. He has experience in MS DOS, MS Windows, Windows NT, UNIX based operating systems and MAC OS. Hardware experience includes: Personal computers, mainframe dumb terminals, IBM Mainframe, and SUN SPARC workstations.
